[Autom. eng. transl.] The implementation of a plural and subsidiary welfare passes through the creation of services that are not only efficient (using rational resources appropriately), not only effective (which achieve the objectives for which they were created), but also with a quality of a relational nature, which concerns the ability to enhance the subjects and their relationship networks, activating them so that they actively participate in defining, producing their own well-being and evaluating the results obtained. As part of the research presented in this volume, the idea of relational quality is applied to the field of services for the reception of children, with the aim of assessing the level reached by Lombard structures. This led to reflect on the fact that the effectiveness of their intervention could not be measured exclusively from an "internal" point of view; it was, instead, necessary to consider the structures only as a "tool" (the "node" of a network) within the framework of the policies that respond to the need for minors and families in difficulty. Through a very articulated research device, which involved 133 heads of institutions that manage the reception services, 187 community coordinators; 97 minors 30 social assistants it was possible to document in detail the strengths and weaknesses of this complex structure.
