[Autom. eng. transl.] The intervention develops through some summary notations, descriptive of some features of ministerial regulations, reconstructed through a study of normative data, practice and jurisprudence. The notations concern, respectively, how these regulations are approved, how many there are (the quantitative dimensions of the ministerial regulations) and what they are, touching, by this way also the cd problem. non-regulatory decrees. On this basis, without any pretense of completeness, but only for the purpose of feeding the discussion on the subject, in the conclusions we tried to sketch a profile of the ministerial regulations in the context of the institutional system. In a nutshell, this seems to be the essential point: historically, the regulatory practice has developed above all in the name of practical, political-institutional needs, rather than in accordance with established and conceptually clear constitutional designs; today, this is reflected in the practice concerning ministerial regulations, which presents traits of complexity, fluidity and even contradiction. Therefore, it is necessary to approach the topic with caution and realism, naturally without renouncing to try (and try again and again) to give to this unruly material, definitions and logical frameworks consistent with positive law. Regardless of any consideration of the responsibilities of the doctrine in similar situations, it is precisely the positive right to request it, as evidenced by the jurisprudence, especially administrative.
