[Autom. eng. transl.] The Legislative Decree of 3 April 2006, n. 152 (so-called Environmental Code) has made significant changes to the waste regulation. As regards the management of urban waste, the system must be organized "on the basis of optimal territorial areas", within which a new entity, the Area Authority, exercises its activity; the municipal authorities for the organization and management of the service (in particular, the selection by tender of the contractor of the service) will be transferred to this Authority. The institution of a supervisory authority on water resources and waste, to which relevant powers are attributed, is also envisaged. However, in relation to these and other regulatory innovations there are a number of important questions of interpretation.
