Abstract
[Autom. eng. transl.] One of the most salient features of the period that followed the Second World War is the appearance of the problems of economic development on the international stage. Before the conflict, "economic development" was almost completely absent from political discourses and was relegated to insignificant appendages to economic treaties. Today there is no man of government who does not put him at the center of his program and there is no economist who does not adopt it as a constant reference point in his theoretical or applied research. Such a change in attitude must obviously have profound motivations. In this essay we try to investigate them.
