The idea of a monographic work on repayment plans, that is on the "operational program of reorganization, requalification or strengthening of the regional health service, lasting no more than three years", starts from the observation of their relevance as a prism through which observe the solidarity model of Italian regionalism.
The institution of repayment plans, signed between the President of the Region concerned and the Ministers of Economy and Health by virtue of the law, was introduced with l. December 30, 2004 n. 311, as a tool to control spending, but at the same time as a guarantee of Lea (essential levels of assistance) and regional financial balance. Agreements with the State were then signed in 2007, followed by significant constitutional jurisprudence.
The analysis of the repayment plans allows us to enter a very fruitful research path, since it leads and obliges us to confront both the classic profiles of constitutional law, such as the right to health and its character as a fundamental right, or the autonomist principle , both with some more new and unprecedented aspects, such as the peculiar attitude of the relationship between guaranteeing the provision of health services and the balance of regional finance.
