Abstract

[Autom. eng. transl.] As of September 30, 2017, there were 18,491 msna present and surveyed in Italy, of which 17,211 males (93, 1%) and 1,280 females (6.9%). Regarding the age groups, 93% (17,178 msna) are aged between 15 and 17, while only 0.6% are between 0-6 years old. As regards, instead, the presences on the Italian territory, the region that hosts the greatest number of msna is Sicily. The percentage of msna out of the total number of foreign minors landed on our coasts, however, has remained almost stable, between 80% and 90%, further confirming a predominantly individual migration, composed mostly of young adult males, mostly coming from Countries of Central Africa. From the regulatory point of view, the new Law 47/2017 is analyzed, published on 21 April 2017 on the Official Gazette, which introduced a series of changes to the current legislation, with the aim of defining a uniform organic discipline on msna, which at the same time strengthens the protection instruments guaranteed by the law and seek to ensure greater uniformity in the application of the provisions throughout the national territory. The law entered into force on 6 May 2017. Until that time, even at the regulatory level, there was no national system of protection and reception of the msna. With reference to the reception / inclusion of msna, finally the chapter presents the new permanent Observatory on the reception of unaccompanied foreign minors, set up at the ISMU at the beginning of 2017 with the aim of analyzing significant experiences of foster care in the family and voluntary tutor as well as innovative management practices for children not accompanied in the community.
