Abstract
[Autom. eng. transl.] Who governs us is better than us? If it is not, why is it legitimate to do so? A consideration, this, that unites the man of the street and the person in charge of the work cutting across the entire electorate. To be challenged is the same mechanism of representation that, since its inception as an ordering principle of the associated life, has always brought with it this shadow area about the quality of the political class. Ultimately, therefore, what is quality? Is it possible to select it? In attempting to answer these questions, the author rediscovers the real functions of the elites within today's democracies, thus offering an interpretation of the most recent developments of the inescapable relationship between rulers and the governed.
