The development of the national network for environmental protection (SNPA) and the definition of the related essential levels of technical environmental services (LEPTA) represent an important experience in the definition of performance management tools to manage the single administrations and the whole system. In this perspective it is important to develop that experience with a view to increasing the levels of coordination by setting logical networks based on the use of the national service catalog. At the same time the measurement system connected to the SNPA must be designed in order to generate a real contribution to the improvement of administrative capacities of the parties involved and more generally of the environmental impacts. For this purpose it is important to think about what are the conditions which can give real meaning to the tools that will be activated and to ensure validity, functionality and legitimacy.
