Abstract
[Autom. eng. transl.] The role of HTA to inform decisions changes in relation to the decision-making level:
national, regional and corporate.
From a national perspective, the HTA can be adopted for decisions concerning the whole
process of the life cycle of technologies: introduction on the market for the purpose
the inclusion of services in the Lea or the definition of the conditions for the
reimbursement and the price, as well as those relating to their revision and any
divestment.
The HTA can support decisions at the regional level according to practices and tools
shared with the central level, in order to avoid overlapping in the evaluation activities.
The task of the Regions is to adopt the national reports and make them compatible
to its organizational context, thus promoting a more appropriate use
of resources.
HTA at a company level can play an important role as a tool for both
management and as a support to clinical practice. On a managerial level, an accurate
Hta process supports the definition of the technological strategy and choices
of adoption and allocation of technologies. As a support for clinical decisions
daily, the HTA allows you to evaluate the impact of technology on the entire path
welfare.
The system thus outlined is a coordinated and articulated system between the different levels on the
organizational model of the "open network". Within the "open network" it is up to the
national authorities a role of "director", with the main task of enhancing skills
currently distributed throughout the country, directing its activities on priorities
set at the political level.
