Abstract

THe paper presents an experience realized in Provincia of Padova (North Italy), concerning an innovative model of human resource management. Model is based on both procedures and professional competences quality certification. After an explanation of the various changes realized in the administrative structure of the Provincia, its local development policy is shown in order to verify the link between the quality of both human resources competences and territorial management. Finally, the double nature of local authorities, that of institutions and organizations emerging from the study, is underlined.
