From soft to hard law and interpretation: the case of the OECD Guidelines for Multinational Enterprises and the role of the National Contact Points

Abstract

Norway adopted a domestic law similar to the recent EU Directive on corporate social responsibility and due diligence. This law implements a soft law instrument (OECD Guidelines) interpreted by National Points of Contact of all countries adhering to the Guidelines. Through this reference Norway opens its legal order to soft law and its development through international interpretation. The essay describes some of the directions that NPCs are taking
