Abstract
Analyzing the first implementation of bilateral agreements, the article reflects on the Government-Regions’ Pact signed at the beginning of February 2009. For the first time in Italy, it approves the use of ESF resources to finance a new unemployment safety net that gives a central role to lifelong learning.
