Abstract

[Autom. eng. transl.] The Foundations of banking origin (Foundations) have now a quarter of a century and their works are well known and have been widely commented on by scholars and operators who have recognized its growth as subjects of social enterprises. The "Memorandum of Understanding between Acre and MEF" signed on April 22, 2015 respects the principle of subsidiarity, supporting on one hand the autonomy of the Foundations and of the other by placing them within an institutional framework that is partly legislative and partly the result of a stipulation between the Ministry of Economy and Finance, which has the function of vigilante, and the Foundations, which are supervised by it. Agreement which, in turn, expresses the collaborative subsidiarity between the contracting parties. Social liberalism, that is a socio-economic and political paradigm that, based on the principles of subsidiarity, solidarity and development (the 3S), considers the complementarity between Institutions, Society and Economy (ISE) as fundamental so that freedom and responsibility are balanced and enhance each other. It is an in-depth paradigm following at least two perspectives that always look to Italy in Europe, in terms of ideas, personalities, institutions, organizations, facts. A perspective concerns what emerged from the end of the Second World War to the present day; the other is a historical perspective that starts from the second half of the 18th century and comes selectively to the present. These two perspectives are affected both by Catholic social thought aimed at the common good and by Lombard enlightenment aimed at civilization.
