Abstract

[Autom. eng. transl.] The focus is on Higher Education as a strategic sector recognized worldwide for the development of education and training systems. The issues pertaining to Higher Education have assumed increasing importance in the international debate and in the agendas of supranational organizations (J. Kohoutek 2013) while in our country the first attempts at systematization on the subject are observed only recently. Reflecting on Higher Education is crucial and, at the same time, complex because, the system is going through a "real revolution"; it is therefore particularly challenging to reason about complex phenomena still in evolution (PG Altbach, L. Reisberg, LE Rumbley, 2009). The choice to put the "Education and Training 2020" program (ET 2020) as a theme, ie a strategic framework of the European Union for cooperation in the education and training sector, places itself in this sense as the starting point of a organic reflection on public education policies with reference to the international and supranational context.
