Abstract
[Autom. eng. transl.] From the second half of the 1970s and especially in the 1980s, Europe is affected by two closely interrelated phenomena. On the one hand, the process of opening up the internal markets of the CEE countries extends, with a fundamental stage constituted by the adoption of the Single Act. On the other hand, in many of these countries the problems associated with the "cooperative" model in the various national declinations increasingly emerge.
