Abstract
[Autom. eng. transl.] Industry is responsible in Italy for more than a third of total carbon dioxide emissions.
The European Union introduced in 2003 (Directive 2003/87 / EC), making it operational since 2005, a
Emission Trading system which, due to its geographic scope, the amount of emissions covered (approximately 50% of
total EU) and number of industrial companies involved (about 12,000) qualifies as the most ambitious scheme
exchange of emission permits existing in the world. Economic theory and empirical investigations
agree in acknowledging environmental policies in general, and in particular the tools based on
economic and market mechanisms such as emission trading, the ability to stimulate complex processes
eco-innovation or "dynamic efficiency", ie generation and / or adoption of technological innovations
aimed at reducing emissions. The research project in progress at CERIS-CNR is aimed at
examine whether and to what extent the European Emission Trading Scheme (EU ETS) constitutes a stimulus
the introduction and development of low carbon intensity technologies and what are the factors related to
design and the national application of the Directive that influence these effects of the exchange instrument
of permissions. In addition to the reconstruction of the theoretical bases of induced innovation processes, research
focuses on the development of a specific case study concerning the Italian industrial sector of production
of paper and pulp, aimed at identifying the response strategies of companies to the introduction
of a restriction on its own emissions and on the possibility of trading permits.
