[Autom. eng. transl.] The Eighth edition of the manual takes into account the innovations that have occurred at European level in the two years since the publication of the previous edition. It is sufficient to think, among other things, of the centrality that has returned to the prospect of the enlargement of the Union to new Member States, and the related reflections on the necessary internal reforms of the Union itself (reflections that, in the case of the European Parliament, have translated into the development of a real project for the revision of the Treaties); the attribution to the EU Court of jurisdiction over preliminary rulings with the amendment of the Statute of the Court of Justice of the EU; the first relevant cases of "constructive abstention"; the increasingly accentuated centrality of questions relating to the founding values of the Union and above all the rule of law, with the first application of the "conditionality regulation" towards Hungary; the relaunch of the prospect of the Union's accession to the ECHR; to the clarifications offered by the Court in the field of EU external relations, for example with regard to mixed agreements, the power of signature, the “common agreement”; to the continuous development of case law in areas such as European citizenship and the protection of fundamental rights; to the growing importance in practice of the use of atypical acts, as well as similarly, in EU external relations, of non-binding international instruments. These, and many other developments relating to the institutional profiles of the EU legal system, are accompanied by further interventions aimed at making the discussion increasingly complete and clear.
