Abstract
[Autom. eng. transl.] In the four years that have elapsed since the previous edition of this manual, well-known events have followed one another - such as Brexit, the Covid-19 pandemic, Russia's armed aggression on Ukraine - to which the legal system of the European Union he responded promptly and with the procedures and means he is equipped with. On the one hand, there have been innovations aimed at increasing the efficiency of the work of the institutions and the effectiveness of EU law, such as the new mechanisms for the protection of the Rule of Law in the Member States, the new discipline of resources own and the new multiannual financial framework 2021-2027, the implementation of the permanent structured cooperation (PESCO) in the defense field, the establishment of the European Public Prosecutor's Office (EPPO) in that of judicial cooperation in criminal matters, the prompt response to emergency of the war in neighboring Ukraine through sanction mechanisms against the Russian Federation, the adoption of urgent protection measures in favor of displaced persons and the sending of military support to Ukraine. On the other hand, the Court of Justice has not shirked from the challenges that the changes have posed, for example by agreeing to review the conduct of Member States in violation of the rule of law; extending the possibilities of judicial protection for individuals in the face of individual sanctions adopted by the Council; responding to the positions taken by national constitutional courts that have questioned the principle of primacy. The volume intends to illustrate these innovations by inserting them within the framework of the organic treatment already used in previous editions.
