Abstract
[Autom. eng. transl.] The contribution identifies and synthetically analyzes the principle of community care, that is the idea - by now taken for granted in all Western welfare systems - that it is preferable to proceed with the organization of welfare measures in favor of the weaker categories (in particular the elderly not self-sufficient, physically disabled, people with learning disabilities and mental disabilities) giving priority to the fundamental need of these people to be able to live within the boundaries and culture of their local community.
