Abstract

We should be concerned about inequality and not just poverty. High economic inequality tends to perpetuate itself, turn into social indifference, disintegrate communities, and endanger democracy, as well as hurt growth. Inequality of outcomes turns into inequality of opportunity for subsequent generations. Given the difficulty of redistributive interventions, pre-distributive policies that reduce market inequality are needed, without aiming for absolute egalitarianism.
