Abstract
The chapter analyses the data concerning the impact of the international crisis on the urban level by focusing on the social groups that are suffering its negative consequences in the city and investigating the most serious conditions of vulnerability within them. Unemployment, low quality of labour, impoverishment, housing difficulties, waste of human capital are among the most worrisome signs emerging in Milan. And so, in which fields should Milan invest resources, develop policies and new projects of intervention? And how is it possible to transform the crisis’ challenges in opportunities for innovating the local welfare system? Is it possible for Milan to develop a “local Big society”?
