Abstract

[Autom. eng. transl.] After a month and a half of managing the coronavirus crisis in Italy, it is possible to draw some interpretative lines, outlining some main elements of the now real disaster. From the beginning it was clear how crisis governance was associated with the on - demand method. In fact, some preliminary actions of vital importance for the orientation of the emergency and its possibility of containment were missing: an evaluation of the event starting from what was happening in China, considering all the aspects of interdependence that would also affect European countries the underestimation and minimization of the risk, for which there was no agreement even among the scientific community, an interpretative beacon for the bewildered population overestimating one's resilient, adaptive, proactive abilities and ability to make decisions in the context of a threat with blurred edges and unclear effects
