Abstract
The article analyzes the characteristics of the two "systems" responsible for safeguarding citizens' health: on one side, the public National Health Service, and on the other, a "Solidarity Health Service" provided by thousands of third-sector organizations that ensure the right to health protection for individuals in conditions of extreme and absolute poverty. The article concludes by hypothesizing the need to integrate these two systems, which currently exhibit limited interaction.
