Abstract
The G7 group of wealthy nations agreed in June to establish a climate club this year to accelerate their decarbonization pathways. We propose that this should include a flexible ‘green certificate’ that would allow nations with strong environmental regulations — but no explicit carbon price — to join the club while developing their own carbon-pricing system.
