Abstract
[Autom. eng. transl.] The main actors of educational policies are families, young people, social services, sociologically distinct realities that find a meeting point in the local welfare (municipal or community). The local community, identified with a municipality, a neighborhood or a social-welfare area, is a care system based on the principle that those in need of help should receive it remaining in their own living environment. Furthermore, the community is also an educational agency for minority citizens and young people that includes institutions (family and school) and interconnects them. But how do educational agencies network? What participation can be obtained from citizens, both individually and considering the primary networks and associations, in the preparation of services for this segment of the population? With theoretical essays and research data, the volume analyzes the local role in family, childhood and youth policies and the different forms of user involvement, referring to current regulations (Law 285/97 and L. 328/00 ) and the guiding principles (integration, networking, subsidiarity, participation). The general considerations are the background to a case study, carried out in several phases in the Municipality of Coccaglio (Brescia) on the mandate of the Public Administration and with the involvement of the Catholic University of Brescia and local youth associations. The realization of a field research to define citizens' needs, attitudes and requests was the pretext to trigger a virtuous circuit of local participation that provided cues to the local programming and was an example for an active communication between families, associations, young people, local services and municipal government, far beyond the logic of consultation and remote collaboration.
