Abstract
The article deals with the relationship between need and desire in the context of the changing welfare state.
In particular, it is argued that while the welfare state was born to respond to the universal needs of the population, the current development of the new welfare must start from people's desire. In fact, desire represents an engine of personal and social development, which can better contribute to the well-being of people.
