Abstract
The article analyzes the status quo of the use of spoils system in local government and highlights a theoretical
model for the application of spoils system, labelled “competitive spoils system”. This model - based on UK experience - mixed up democratic, meritocratic and managerial concerns and is characterized by extended responsibility for appointments, independent regulation, open competition and an appointment process clearly on the public agenda and on civic accountability.
