Abstract

[Autom. eng. transl.] This contribution follows the path and evolution that has characterized the Italian telecommunications sector from its rise to the present day, showing the advantages that have come from the transition from a monopolistic structure, which has characterized the sector for most of its history. , to a competitive reality, which has recently established itself, that is, in the last decade of the 1900s and in the first years of the new century. This drastic change of course has had significant effects in terms of spreading the service and its enrichment which, associated with the extraordinary technological transformation, have changed the face of the sector, which today represents, thanks to its intertwining with information technology, one of the main drivers of change worldwide, and therefore also in our country. The first part describes the arduous cultural and regulatory process which started in 1994 and was completed in the early years of the new century and which led to the radical transformation of the telecommunications sector and its governance. This passage was piloted, amid a thousand difficulties, by the Communications Guarantee Authority (AGCOM), the independent body that had and continues to have the task of promoting the opening of markets and the free play of competition, through the application of strict community regulations. The research identifies the obstacles encountered in this process and the ways in which Agcom has tried to overcome them. Finally, the research analyzes the supply structure in the sector which, after liberalization, has profoundly changed. Alongside the 4 large companies (Telecom, Vodafone, the new company Wind Tre and Fastweb) many companies operate in the sector, of various sizes and on very varied business segments, which confirms the entrepreneurial liveliness that exists in the country. This analysis confirms an element already known, namely that there are three Italies, with the northern regions occupying a leading position, the central regions which, especially thanks to Lazio, occupy a respectable position, and a reality of the very weak southern and island regions. This is a fact already known, but which is further confirmed also in this sector.
