[Autom. eng. transl.] When one looks at the system of cooperative popular banks, two different perspectives can be assumed. The real problem is to make these perspectives complementary and not conflicting with each other. A first perspective is to look down on the system of cooperative popular banks, or consider this system as a specific moment of an economic system that has in turn specific characteristics. In this case, should we choose the model of democracy: liberal, leadership or social liberalism? The model to be preferred, according to my vision, is social liberalism which configures the correct relations between institutions, society and the economy, of which the market is only a part. BPCs are certainly an essential part of social liberalism. The other approach, instead, is to compare the BPCs, subdivided in turn into various categories, exclusively with the market. It is the path of a liberal democracy.
