Abstract

[Autom. eng. transl.] The discipline of public transport has undergone radical changes in the last twenty-five years aimed at opening the market to competition. However, the lack of adequate structural interventions and the lack of resources has led Italy to a situation of evident backwardness compared to the main European countries. Starting from such a framework, the contribution aims to investigate the main ways in which, despite the numerous cuts to the sector, the autonomies have tried (and are still trying) to guarantee the right to local public transport, in relation to which - among the other things - there were tariff increases almost never accompanied by an improvement in the quality of services. In the absence of a no longer procrastinable organic reform which restores productivity to this market and which strengthens the instruments of control over the companies operating in it, the level of Italian public transport will continue to remain very far from that of the rest of Europe: both for the excessive fragmentation of the services offered, which due to the imbalance between supply and demand; but also due to the presence of higher operating costs in our country.
