Abstract

[Autom. eng. transl.] All the sectors analyzed present vulnerabilities linked to the complexity of the regulatory framework and the lack of controls on the correct application of the law. The recommendations formulated to find a solution to the vulnerabilities generally provide for: The reorganization of provincial provisions in a single regulatory body and a precise definition of the terms used; The increase in the number of controls and the coordination between the competent bodies on the subject; Training of stakeholders in the sector; Conclusion of protocols of legality between prefectures, public administration, police forces; Maximize transparency in every sector through the online publication of bulletin boards, lists and lists and create white lists and support solutions for officials who carry out irregularity reports and who could be at risk of repercussions (cd whistle blowers). In conclusion, it would be desirable, as a general recommendation, to introduce mechanisms to assess crime risk, including informal and non-binding, within the legislative procedures at the provincial level. Such a solution would ensure that the new provincial legislation is "crime-proof" contributing to the prevention and the most complete achievement of the objectives of the regulation itself.
