Abstract
Today a strong consensus is emerging in Child & Family Welfare at an international level; therefore it appears particularly profitable observing foster care with a broad glance which allows to capture the salient features of the phenomenon in Europe.
Thus, the mission of the International association APFEL - "Acting for the Promotion of Foster Care at the European Level" exactly aims to develop a continental framework in the field of foster care, by building bridges between countries, between cultures and languages, between research and practice.
The new directions in social policy, research and practice concerning foster care in Europe converge on a recurring element that can be identified as the beating heart of the change taking place: the Convention on the Rights of the Child and the 'child rights-based approach, that it is inspired by the Convention.
