Abstract
[Autom. eng. transl.] The editorial critically addresses the issue of constitutional reforms which cyclically returns to being on the agenda of political majorities. After the 2018 elections, there were several proposals for a constitutional revision, from the reduction in the number of parliamentarians, to the modification of the abrogative referendum, up to the intervention on art. 71, in the matter of popular legislative initiative, through the introduction of a form of direct consultation of the electoral body coinciding with a type of proposal referendum. The basic question, however, always remains the same: constitutional reform (revision procedure pursuant to art. 138 of the Constitution) or institutional policy? In supporting this second option, we also try to show how in reality we are already witnessing real constitutional changes, especially in relation to the form of government.
